Sustainability of communities on the islands is a fundamental objective of the Government as set out in its Rural Development Policy 2021-25, or the future. Inherent in the support for sustainability is the requirement for provision of safe access to the islands for ferry passengers, fishermen and women, and other recreational users of the harbours. As the Deputy is aware, the relevant local authorities are the responsible authorities for the maintenance and development of infrastructure on the islands. To that end, the Department of Rural and Community Development provides financial support to the local authorities for priority projects. To address safety issues affecting the piers on the shore and Inishman, the Government included development of these two harbours among the capital projects identified in the Ireland 2014 National Development Plan. The Department of Rural and Community Development is now progressing these in conjunction with Galway County Council. A development committee consisting of representatives from DRCD, Galway County Council and Punch Consulting Engineers was established and has been meeting regularly to monitor progress. With regard to Inishore Pier, the Department has approved the business case and Galway County Council is in the process of resolving a number of pre-construction issues prior to issuing a draft tender further development. These issues include application for a foreshore licence for the works on the island, completion of environmental reports for an appropriate assessment and preparing the CPO applications. The timetable has been discussed by the development committee providing for a tendering process of approximately nine months, after which construction will advance in stages. The finalised plan is likely to take several years to complete, taking account of the weather and sea conditions. With regard to Inishman, the business case is still in development with Galway County Council. The Department has provided advice to Galway County Council in this regard. The proposed design of Inishman Harbour and Pier will be informed by modelling work being carried out by the National Marine College of Ireland in Cork. The Department has funded this work and at a meeting in July, Skipper's had an opportunity to test the initial release of the model. This proved very informative to both Skipper's and the Council engineers and a further iteration of the model is being developed. Once the modelling has been completed and its impact on design of the pier fully understood, the business case can proceed for approval. I think we just need to stress, planning permission was given, and it is the same operable planning permission, for Inishman Harbour in 2008. This is 2021. This is dangerous. I have to stress, this pier is incredibly dangerous because of overtopping, and because both cannot tie up safely in the very severe winter weather. Now, Minister, can you clarify? Are you saying that after getting the foreshore licence, it will be nine months to do the tendering? And have you any time scale as to when you would expect that we would actually see contractors on site? The fastest thing nowadays is the actual building. Even though that might take two years, you can go down every week and see the progress. But Minister, can you give any timeline today to the people of Inishman, as to when it is now expected, that actually construction will commence on the pier in Inishman Harbour? In relation to Inishman, you mentioned the Skippers, and the Skippers are hugely important, they obviously bring in the boats, but there is another group that kind of seems to be getting a little bit overlooked here. Who are very, very important for two reasons. One, because they live on the island, and that is the islanders themselves. And two, because they have, because they have been fishing around the waters there, an incredible knowledge, a wealth of knowledge, of the seas around their own island. Now, what they believe is, and they keep making this point, and they have made it to your colleague, the Senior Minister, they believe that it is vital that some indication is given to everybody as to the kind of funding that is available. Are we talking about $50 million, $100 million? I mean, there is no point in saying, it is like saying to somebody, design the house, and not give any indication of budget. It is as foolish as that, and anybody who did that would be very, very foolish. So the issue here is, can the Department give everybody concern some indicative budget that everybody could work off, so we can get the maximum effect? Because it depends whether you dig in, or you walk out into the sea, how much money you spend. Thank you. Margaret. And just to acknowledge, and to reiterate as well, this issue is very high on Minister Humphrey's agenda. We do talk about it, and she is very aware of the urgency to move on this. To acknowledge as well, I suppose, the long history that you outlined too, in terms of how long this has been going on, and the fact that funding has been needed for some time as well, and your ongoing advocacy on the issue as well, you have raised it many times, so I wish I could give you tighter and clearer timelines. The tender is being prepared. The best I can tell you is that we want to get it out, we want to see it out as soon as possible, and the only sort of decent timeline I can give you is that the tendering process would take approximately nine months. I know that is not what you are looking for. I understand what you are looking for. I can't provide it to you this morning in terms of clarity and certainty that you are looking for. I wish I could. And I acknowledge the risks that you have outlined as well in terms of the situation on the peers as well. I will bring it back to Minister Humphrey's, we will endeavour to get to more detail.
