Éamon Ó Cuív Urges Early Reallocation for Capital Spending

Éamon Ó Cuív addressed capital spending and the timing of reallocating funds, urging that repurposing must happen earlier in the year to ensure capital can be spent. Timing for reallocations

He warned that if money is to be reallocated, it must be done in July, September, October or November - decisions in November and December come too late and reduce the effectiveness of capital expenditure.

Carry-forward and departmental spend

He said he had offered to carry forward spend from the Department last year and emphasised that better timing is required for repurposing to have impact when capital needs to be spent.

Assessment and scrutiny

He called for a forensic assessment within departments and said quarter two projections will be examined to provide the necessary level of scrutiny. He referenced Deputy O'Keeve's point that repurposing must be timed to allow capital to be deployed.

Local roads and maintenance

He noted an increase in funding for local and regional roads this year and highlighted ongoing engagement on that funding. He also emphasised the importance of the maintenance renewal process, echoing feedback reported by Deputy Ryan.
