Bríd Smith backs Gaeiltaugta housing powers amendment

Bríd Smith spoke on 11 Jul 2024 in support of third-stage amendments concerning the Gaeiltaugta and the Oudharas na Gaeilta. She read the proposed changes into the Dáil record and backed measures expanding the body's property and housing powers, including designation under the Housing Act 1966.

Amendments read into record


She said Conrad and the Gaeiltaugta are proposing third-stage amendments, that she supports them, and that she would read the text into the Dáil record.

Changes to Section 8 and Section 17


She stated Section 8 is amended by Section 4 of Oudharas na Gaeilta Amendment 2, and that Section 17 of the Gaeilta Act 2012 / Oudharas na Gaeilta Act 1979 is amended in subsection 3a by insertion after the words "as it thinks fit" to include social, cultural and business facilities.

New property and housing powers


The proposed insertion gives the Oudharas the power to buy or acquire interest in property and royalty on whatever terms and subject to whatever conditions, and the power to put in place every facility to develop housing. It also allows the Oudharas to carry on, control and manage schemes, projects, programmes and facilities in relation to housing.

Language-based occupancy criteria


The amendments specify that housing provision is for occupiers for whom the Irish language is the language habitually used by them, and where a family will live in a proposed unit the family's habitual use of Irish is specified as the criterion.

Designation as a housing authority


The text finally inserts a subsection providing that the Oudharas shall be included as a housing authority for the purposes of the Housing Act 1966, giving it statutory standing in housing provision and development.

By the insertion of the following, after subsection 3a, 3b, and the Oudharas may carry on, control and manage in the Gaeilta Act such schemes and projects, programmes and facilities as it thinks fit in respect of the provision of housing for occupiers for whom the Irish language is the language habitually used by them, and if a family will be living in the proposed house or dwelling unit concerned, will be the language habitually used by the family, and to that end, the Oudharas shall have the power to buy or acquire interest in property and royalty in whatever terms and subject to whatever conditions, as it sees fit, and the power to put in place every facility to develop the housing, and 3c finally, on the Oudharas shall be included as a housing authority for the purposes of the Housing Act 1966.
