Danny Healy-Rae urges return of second five-year planning extension
Danny Healy-Rae spoke about changes to planning durations introduced under Dara O'Brien's Housing for Our Bill and urged that the second five-year 'extinction' be reinstated. He said the removal of that option is preventing young people and those building one-off rural homes from securing mortgages and is worsened by rising living and building-material costs.
Change to planning durations
Up until 9 September 2021 planning durations were normally five years and, before that date, a further five-year extinction could be obtained. Healy-Rae said that as part of Dara O'Brien's Housing for Our Bill this aspect of planning was changed and people are no longer able to get the second five-year extinction.
Impact on young couples and one-off houses
Healy-Rae argued many youngsters have run into trouble - they were unable to work last year and this year, cannot get mortgages, and face increases in the cost of living and building materials. He emphasised that those seeking to build one-off houses are among those affected.
Call to reinstate the extension
Healy-Rae asked for the reinstatement of the availability of getting an extinction of time for the second five years. He said many are being denied in rural Ireland and pressed for the measure to be restored to help affected applicants.
Request for ministerial clarification
Healy-Rae said he would ask the Minister for Housing to clarify the situation because he did not have the background to confirm whether the change was a legislative amendment. He indicated he would ask the Minister to revert with a clear response.
